Notable rule changes for 2024-2025 season have been posted on the ISSMA website - looks like they have added a rule following the Castle situation from last year......
MARCHING BAND Classification – No classification changes will be accepted after the official entry deadline has passed.
p. 9, VII.E.2 CATEGORY

Scholastic Class Warm-up – Scholastic Class bands will be allotted a 24-minute physical warm-up period prior to the 24-minute music warm-up period. p. 11, VII.M.3.a
Performance Procedures – The area behind the goal line extended (site specific) on the entrance side of the field (left of the judges) is now identified as the staging area. The staging area is off limits to the performing band after 50% of the total Performance/Field Time Sequence has elapsed (6:30 for Festival and Scholastic, 7:30 for Open) Podiums have been added to the list of items included. p. 12, VII.N.2
Terminology - The term sideline pit has been changed to front ensembles. p. 12, VII.N.3 Electrical Power - ISSMA and the host school cannot guarantee the availability of electric power. Many host sites provide access to electricity on the front sideline as a courtesy to the participating schools. If you require electric power for your show, you must have a backup plan in place if a problem should occur with the host school’s power source. Please read any information provided by the Site Host regarding field access to electric power. p. 12, VII.N.12
Performance Penalties – All marching band Performance Penalties have been changed from a 3-point penalty to a 1-point penalty. p. 56 & 58
Scholastic Class Finals Qualification Procedure - p. 14 &15, VII.R.1.d i. ii. A maximum of 32 bands will qualify. (16 bands each in Scholastic B and Scholastic A) The top 50% of the bands receiving a Gold Rating at each site in each Classification will automatically qualify. iii. For Classifications at a site that have an odd number of bands receiving Gold Ratings, the automatic qualifiers would include 50% plus 1. iv. If all 16 potential slots in a Classification are not filled at this point, then the next highest scoring bands, regardless of site or rating, will be used to fill out the remaining open slots. If there is a tie for the 16th slot, all bands tied for that slot will qualify.
Open Class State Finals – The order of classes will be DBCA. p. 17, VII.S.6.c
Open Class State Finals Director/Administrator Meeting - Due to the Taylor Swift concert load-out schedule, the traditional Monday meeting for participating directors and administrators has been scheduled for Tuesday, November 5, 2024, at 10:00am.

I was hoping the the Castle situation would generate at least a performance penalty point decrease. 3 was ridiculous.

The power source rule has been a local event item in the past and part of the director packet. The power was an issue in Evansville last year during the class B regional. There was at least one band that bought a generator the day of the event due to the issue.

They also lose the ability to design for a drum major at that end of the field beyond the midpoint of their show. At least the stray flag will only be a one point penalty now.

So bands competing in ISSMA and BOA will either plan to accept the penalty or use less of the field than BOA bands from other states.

Staging of guard equipment, props, and other equipment also occurs in this time. Special presets or holding areas are not allowed or provided. Front ensembles/percussion, conductor’s podium(s), and front-side props are typically pre-staged early, on the front side of the Performance Area near the 20-yard line. All elements are released at the 11:00 mark to enter the field. (emphasis mine)

Still doesn't change the fact that I have literally stood in the Performance Field/Performance Area while a band performs and neither of us have been penalized. So the 2 sections of the rule book conflict. There is no conflict. The band performing must stay in the performance field. The next band waits where they are instructed to wait. Watch how the different bands are staged over the course of a performance day. Some bands are allowed up to about 2 yards from the goal line early (e.g., when a small band is only covering 20 to 20), others are stopped at the midpoint of the end zone until the previous band finishes. If Band A is known to be using the end zone during their show, Band B will not be staged in the end zone while Band A performs and will thus wait OUTSIDE of the end zone.
