Nothing is set in stone from what I hear. We go into "green" on Friday where youth sports and extracurriculars are allowed and groups up to 250. Still waiting to hear soon about band. We will see. Next to nothing in the county (400 some cases all time in the county and 30 some deaths)

The governor of Ohio announced today that schools will be reopening in the fall with students in some capacity. It will be up to the local school boards to determine when students return and in what format.
This is a promising step as the governor had closed schools at the end of the year (like in most states).

Frankly I prefer it when the state allows districts to make their own decisions. I agree. Some states, especially large ones can have varying degrees of outbreaks. DFW will have more than Midland and might require different restrictions.

July 6-19 students will be limited to a total of 15 hours per week on campus, no sport may have more than 2 activity days per week, activity days are limited to 3 hours per day......... Are they rules, or just guidelines? Seems to me that they could simply be ignored. On the other hand, if they were ignored and illnesses occurred then I suppose the school district opens themselves up to some liability for not following the Indiana DEA recommendations. Seems like a bit of a mess to me, and I'm not really sure how a serious band effort is going to get going under the restrictions described here. I'd guess that the programs who's districts allow them to creatively ignore these recommendations will be the successful ones in 2020.

I didn't say you created a crap document, I simply said it is a crap document because it is. And (while realizing this is a band-centric forum) this extends to the entire document, not just the ECA/Co-Curricular section. The hour limit is about keeping athletic coaches from jamming a month worth of missed workouts from June in to the first 2 weeks of July. With that said, there are much bigger problems with this document than a side quibble on hours and athletic departments narcing on bands.

It’s the same with childcare licensing. Texas DHHS keeps sending me updates and they are full of the same sort of subjective language. Keep children apart when possible. Keep classroom sizes to 10 or less students when possible. Separate classes as much as possible. It’s a full time job for me to keep up with it all! And it’s constantly changing!

BOA plans to go ahead as scheduled for all events possible. They are taking each location's respective restrictions, enrollment, and facilities into account and are preparing for social distancing for spectators by changing ticketing where necessary.

No fans = totally screwed economics. Without ticket sales and concessions sales - both to spectators and band members - there is pretty limited justification to hold a contest at all.

Quite honestly, and this is only my GUESS, is that spectators in some form will be allowed in, but I can imagine that it will be limited and they will enforce social distancing.

Some of it is going to be driven by how much people are willing to sacrifice for the overall goal.
The goal of a local invitational (in Indiana) is to give bands a venues too perform and be evaluated with the goal of getting better AND provide a fundraiser to the local booster organization/school
The goal of ISSMA (or other state organization) is to further music education and adjudicate who is a state finalist/state champion. For the local schools who host these competitions it is also a fundraiser but is not coequal with the goals of ISSMA. Of course we can’t ignore that ISSMA makes money as well. For this reason it was much easier to cancel concert band contest in the spring than marching band contests in the fall.
The goal of BOA is to make money for BOA in order to promote music education. The give awards because it drives bands to attend and help them make money. (Admittedly I am probably more skeptical of BOA compared to state organizations, but am also willing to admit that I am wrong)
With this in mind, if you are Fishers (who has a nice invitational but not as well established as a Ben Davis, Center Grove or Avon) how willing are you to host if they ability to make money is greatly reduced?
If you are ISSMA are you willing to adjust your schedule and look for a streaming partner to keep state finals viable even if you don’t make as much money for you and your school partners?
BOA can’t lose money so it may be best to cut shows to avoid the expense. A dollar spent has to be recouped plus make profit. Money not spent stays in your pocket and all you have lost is the opportunity make money.
I guess ultimately I am wondering how committed are people to providing a competitive outlet for bands if the profit factor is absent.
