A change to the drawing procedure at ISSMA Semi-state was instituted into the manual:
The performance order for Open Semi-state will be determined as follows: i. The 20 qualifying bands will be sorted by mileage from closest to furthest from the contest site. Bands traveling from the Central Time Zone will be assigned as furthest from the site. ii. Each band will be assigned a draw number by distance (i.e., 1-closest band, 20-furthest band). iii. If more than one band in a class has the same mileage, the band that performed later at Open Regional will be considered closer. iv. The draw for the first performance slot will contain Bands 1-6. After the draw for the first performance slot, Band 7 will be added to the draw for the second performance slot. v. This process will continue for each slot until Band 20 is added at the draw for performance slot 15. The draw will then continue until all performance slots are assigned. vi. Mileage will be determined by Google Maps.
So the draw would go something like this:
Band 1, 2, 3, 4, 5, 6 in draw 1; Band 2 draws 1st performing slot Band 1, 3, 4, 5, 6, 7 in draw 2; Band 5 draws 2nd performing slot Band 1, 3, 4, 6, 7, 8 in draw 3; Band 8 draws 3rd performing slot And so on until Band 20 is added, and ends when the 20th performing slot has been determined.
Theoretically, it is possible for Band 1 to go all the way until the 20th slot. This is still not a perfect way of accommodating central Indiana bands, but significantly better than the previous when the last 2 slots were a free-for-all.
The odds for a central Indiana band (we'll say the closest 6) of getting the last 2 slots were previously 10%, compared is 1.3%. However, if one counts the last performing block of 5 (therefore the 16-20 slots), the odds jump up to 16.9%. Didn't do the math, but I would guess getting in the last ten (11-20) slots as a first 6 would equate to around 30% or so. That alone is already much better than a 10% chance.

Any use of distance is still a subpar way to decide performance order. If distance is such a factor, use it at regionals as well. A central Indiana band shouldn't have to travel to Evansville or Chesterton and perform in an early spot either.

Distance to the event shouldn't be an issue for an event that includes 20 bands. If the first band performs at 3:00 p.m., it is possible to have a one hour break between bands 10 and 11 (the judges need a chance to eat and use the rest room) and conclude the competition at 9:00 p.m.
Surely, a band that needs to travel as much three hours to arrive on site can be prepared to perform by 3:00.

If the first band performs at 3:00 p.m., it is possible to have a one hour break between bands 10 and 11 (the judges need a chance to eat and use the rest room) and conclude the competition at 9:00 p.m. Surely, a band that needs to travel as much three hours to arrive on site can be prepared to perform by 3:00. Can't conclude a competition outdoors in late October/early November in Indiana at 9 PM. Semi-state starts at 1 and Band #1 enters the competition flow at 11:45. This means they are likely onsite by 10:30 to unload and deal with logistics. There are some very entrenched interest from the non-central Indiana band directors who will always vote against a change to the distance rule.

This isn't a problem for other circuits nearby (example MSBA championships are outdoors, less than 50 miles from the Ohio/Indiana border, and often the first weekend of November...with bands performing as late as 10pm without complaint)

Unless it's written into some archaic rules, 9:00 p.m. isn't too late to finish. Ohio is just as far north as Indiana and both MSBA and OMEA hold championships outdoors in November that run later than that.

And I will contend that we shouldn't be ending events that late in Indiana and Ohio. Just because they do it, doesn't mean they should.
I have been out there on semi-state weekend for years and it will be silly to end that late.

Many were in the stands for just their own band and caught the previous band from the relative comfort of the stand entry tunnels.

Many were in the stands for just their own band and caught the previous band from the relative comfort of the stand entry tunnels. No entry tunnels at Ben Davis. Those open metal bleachers are COLD!! Thank goodness for the coffee and cocoa vendor....

Talk about old school...I marched at State 1975 on the parking lot of Northwest High in Indy. Had rained all day and into the night. Judges were literally up on top of a semi trailer, parking lot lighting was not the best. The guard did the bottle dance! We won.

Believe it or not, I got to experience weather extremes even marching in California. My very first marching band competition, in Oroville, CA during October 1991, it was 104ÂșF. A lot of bands still had older, wool uniforms at that time (it was our band's very first season in new, lighter uniforms). I remember no fewer than three kids dropping from heatstroke during their afternoon performances. The on-site EMTs were busy.
The next season, our last competition was in Napa, CA in mid-November (1992). By the time field awards rolled around it had dropped to 36ÂșF. The cheering and chanting from the kids in the stands were frenzied, because that was the only way to keep warm!

And I will contend that we shouldn't be ending events that late in Indiana and Ohio. Just because they do it, doesn't mean they should. I have been out there on semi-state weekend for years and it will be silly to end that late. Agreed! It's also easy to forget what happens after competing. Every band of course loads onto their buses but some of them prepare for a 2-3 hour trip home. Along with hundreds of parents, families and boosters. More often than not you're getting home at 2am or 3am. Five straight weekends of traveling and getting home in the early morning--it's just reality. So it's nice when Semi-State concludes a bit earlier in the evening, and event organizers have to plan as best as they can for everyone.
