For me it would be
AAAA: Three way tie between Hebron, Carmel, and Broken Arrow
AAA: Leander
AA: Tarpon or Marian Catholic (There is definitely an argument for Norwin).
A: Adair County
Admittedly I don`t have a lot of knowledge about 1A bands. I put Adair simply because of their 4peat for class champion at GN, and also for getting into semi`s by score rather than class rep.
For AAA, I am only going back to the year AAAA was created. If anyone knows of schools that would`ve been a AAA school today before the creation of AAAA, and feel that they are better/on par with Leander, please include them!

Records for Most Class Titles at Grand Nationals
Open (1976 - 1985): Two bands tied for three titles - Live Oak CA and Norwin PA
Class A (1976 - present); Seven - Bellbrook OH
Class AA (1980 - present); Twenty - Marian Catholic IL
Class AAA (1986 - present); Four - Plymouth Canton MI
Class AAAA (2009 - present); Four - Carmel IN
If I were to say which bands were the best per decade (I will start with the 80s), this is what my opinion would be (keep in mind that some bands did bounce around between classes, which means this has to be taken with a little grain of salt).
1980s
Open/Class AAA - Norwin PA
Class AA - Marian Catholic IL
Class A - Western IN
1990s
Class AAA - Plymouth Canton MI
Class AA - Marian Catholic IL
Class A - Bellbrook OH
2000s
Class AAA - LD Bell TX
Class AA - Tarpon Springs FL (note Marian was only in AA the end of the decade)
Class A - Adair County KY (note Bellbrook was only in A at the very beginning of the decade)
2010s
Class AAAA - Carmel IN
Class AAA - Leander TX
Class AA - Tarpon Springs FL
Class A - Adair County KY
2020s (with only two Grand Nationals, I am factoring in regionals quite heavily)
Class AAAA - Hebron TX
Class AAA - Dobyns-Bennett TN
Class AA - Tarpon Springs FL
Class A - Archbishop Alter OH

This question is kind of flawed since a lot of these schools have varied in class over time. All time 3A might actually be Center Grove, considering they were 3A for a year or two before moving up to 4A, suggesting they were today’s 3A size when they were very dominant. Stephen F Austin is also a strong candidate for all time 3A, as is Kennesaw Mountain.

Since the creation of the Class 4A, Dobyns Bennett has actually won the most 3A titles; they have won it three times. If you go back and take out the bands that were placed in 4A when that class was added, then Center Grove and Kennesaw Mountain also have three Class 3A titles.

Marian Catholic hasn't won anything in this particular poster's time of exposure. Tarpon Springs I can't explain, unless the only exposure has been discussions here about early season regionals and how some of the AA bands may perform.

The question asked was "of all time", not who is current. I found it be a history question which is why a gave my two cents worth.
Since we are on Class AA, even taking into consideration that Marian was a AAA band from 1999 to 2006, their success as a Class AA band makes them hands down the best AA band of all time, no question. If you were to take Marian out of the picture, then Tarpon Springs (minus the few years they were in AAA) would be the best all time followed by Kiski Area. Looking at all the regional and national Class AA titles held by these three bands far exceeds any other AA band in the history of BOA.
Norwin was not actually in AA until more recently (the past 10 or so years). They were in Open and Class AAA back their 80s and 90s glory years.

Surely Jackson Academy should be in the conversation for A. Their run in the 90's was revolutionary for small bands, 93 in particular. Can't imagine a band that size ever making GN Finals again, at least in today's landscape.
Bellbrook, Bourbon, and Adair definitely worth considering as well considering their sustained success at their respective peaks.

Yes, their 1993 Grand National Finals performance was amazing and has landed them in the history books for being the smallest Grand National Finalist band ever. However, their success as a top level Class A band in the 1990s was pretty brief, essentially encompassing just three seasons; 1992, 1993 and 1994. At Grand Nationals in 1995, they were 7th in Class A. Jackson Academy did have a comeback in the 2000s and were a GN Semi Finalist several times and won their second GN Class A title in 2004. I guess when speaking of the best all time, I would want a little more longevity. Even though they jumped up to Class AA for several years in the 2000s, when Bellbrook was in Class A they won 7 GN Class A titles and numerous Class A titles at the regional level. Adair County KY was a long time Class A powerhouse, through the 1990s, 2000s and 2010s and won 6 GN Class A Titles, numerous regional Class Titles and even outright won a BOA regional title. Bourbon County and Beechwood are others to consider, but they were not at the top of Class A for as long as Adair County. Even the successful Class A bands of the 1980s; like Western IN, New Philadelphia OH, Danville KY and Hanover PA just did not have the longevity. Western IN could have but they did not participate in BOA through most of the 1990s and 2000s. If Bellbrook OH had not been in Class AA from 2002 thru roughly 2010, they would have been a no brainer choice for best Class A band ever. Bourbon County I would consider but they too spent a few years in AA in the 2010s. So when taking the length of time as a Class A participant in BOA into consideration, I would pick Adair County as the best all time Class A band in BOA.
