I am curious about the judging concepts and processes in marching band. BOA’s seem most accessible, so I went and read the BOA adjudication handbook. I still have many questions (looking at you, GE!) but I’ll start relatively simple: what does a chief judge do? The handbook only says they consult with contest director on penalties, and they are the only judge, along with timing & penalties, that directors may contact between 12 hours before the contest and the end of the contest. They also work with the contest director to ensure a full panel of judges. Is that really all? If so is that a lot more work than it sounds like to me? Or is there more to the role that is not spelled out in the handbook?

In addition to the things you already mentioned, the Chief Judge is, essentially, responsible for making sure the judges are doing their job well.
Judges are only supposed to award any given number to one group. If it is found that a judge has given the same number to two groups, the Chief Judge will ask them to adjust.
If the panel of judges is generally in agreement about the level of execution in all caption, but 1 sheet is oddly high/low in comparison, the Chief Judge will similarly ask that judge to either a) explain their decision and/or b) reconsider.
